Regulation of the Companies for Neuroinclusion Program

Public version of the criteria, responsibilities and rules of participation of the institutional seals of the Acolher TEA Project.

Nature of the regulation

The Program and its seals are institutional in nature. They do not constitute technical certification, accreditation, public approval, governmental recognition or guarantee of legal compliance of the participating company. The regulation may be revised as the institutional structuring of the Project advances.

Voluntary and free participation

Registration in the Program, analysis of the criteria and eventual authorization to use institutional seals are at no cost to the company. Payment, donation, sponsorship or contracting are not requirements to participate and do not guarantee approval, priority or granting of a seal. Any future financial support will be voluntary, formalized separately and without interference in the evaluation.

Purpose, principles and scope

The Companies for Neuroinclusion Program seeks to mobilize, educate and recognize organizations that support or develop responsible neuroinclusion practices in the workplace.

  • Dignity, respect and non-discrimination.
  • Accessibility and consideration of reasonable adjustments.
  • Responsible participation and continuous commitment.
  • Transparency about limits, criteria and nature of seals.
  • Protection of personal data and minimization of sensitive data.
  • Use of language based on evidence and without absolute promises.

Participation in the Program is voluntary and free of charge and does not replace the organization's legal, labor, regulatory or accessibility obligations.

Essential definitions

Interested company: organization that registers interest or seeks out the Project to learn about ways to participate.

Participating company: organization whose participation was analyzed and formally accepted in accordance with the regulations.

Neurodivergence: broad term for neurological profiles that differ from the pattern considered typical. The term does not, in itself, mean automatic legal classification as a person with a disability.

Institutional seal: visual identity authorized by the Project to indicate a category of participation. It is not technical or government certification.

Who can participate

Private companies, social organizations, educational institutions, service providers and other legal entities compatible with the objectives of the Program may express interest.

The size of the organization is not, in isolation, an exclusion criterion.

The Project may refuse or postpone participation when there is insufficient or false information, misuse of the brand, refusal to comply with minimum rules, documented facts incompatible with the Program's principles or risk of misleading the public.

Input flow and analysis

1. Expression of interest

Registration via the website or direct contact with the Project.

2. Initial screening

Verification of data and the objective of the approach.

3. Alignment contact

Conversation to learn about practices, needs and possibilities.

4. Request for information

Request for evidence proportional to the intended category, when necessary.

5. Internal assessment

Record of criteria, evidence and any pending issues.

6. Decision

Approval, complementation, postponement or non-approval.

7. Formalization

Accept the rules for using the seal and defining its validity.

8. Follow-up

Registration and control of the category and authorization period.

Copper Seal - Supporter of Neuroinclusion

Institutional support category

The Cobre seal identifies companies that institutionally support the initiative and accept the Program's rules. It does not state that the company has achieved an advanced standard of neuroinclusion.

Minimum criteria:

  • Formally express interest in supporting the initiative.
  • Appoint an internal person responsible for contact with the Project.
  • Accept the rules for using the seal and brand.
  • Carry out or undertake at least one concrete action of institutional, educational, technical, logistical or mobilization support.
  • Do not condition support on the granting of the Gold seal.
  • Do not use the seal as official certification or in misleading claims.

Financial support is not a mandatory requirement. The default validity of the authorization is 12 months, unless otherwise expressly defined.

Gold Seal - Commitment to Neuroinclusion

Category linked to verifiable practices

The Gold seal is intended for companies that demonstrate concrete neuroinclusion practices. Obtaining it does not depend on donation, sponsorship or financial support to the Project.

Version 1.0 Rule: all 4 essential criteria + at least 2 of the 4 complementary criteria.

Guideline, policy, internal communication or formal commitment related to respect, inclusion, accessibility or neurological diversity.

Accessible recruitment and selection

Measures to reduce barriers in advertising vacancies, interviews, communication, selection stages or integration.

Adjustments and adaptations

Procedure for requesting, analyzing and implementing reasonable adjustments to the environment, routine, communication or work organization.

Preventing discrimination

Guidance on conduct and channel or process for reporting and dealing with discrimination, harassment, ableism or embarrassment.

Integration and management

Onboarding, management, feedback and communication practices that consider individual needs.

Training

Training or raising awareness among leaders, HR or teams about neurodiversity, inclusion and combating stereotypes.

Permanence and development

Measures to promote retention, professional development, participation and access to opportunities.

Monitoring and improvement

Way to monitor practices, receive feedback and review inclusion actions over time.

Evidence and data protection

The evidence must be proportional to the criteria evaluated. The Program does not require public exposure of employees, diagnoses or clinical information.

  • Policies, manuals, codes of conduct or internal procedures.
  • Internal communications, onboarding materials or HR guidelines.
  • Documented description of the adjustment request flow.
  • Vacancy models, forms or adaptations of the selection process.
  • Training records, attendance lists or training materials.
  • Technical reports or minutes on implemented actions.
  • Aggregated and anonymized indicators, when available.
  • Formal statements from the person responsible for the company, when appropriate to the criteria.

Sensitive data: the Program will not request nominal lists of neurodivergent employees as a requirement for sealing. When evidence contains unnecessary personal data, the guidance is to anonymize or hide this information.

Assessment and decision

The analysis is documentary and declaratory, and may include a clarification meeting. The Program does not carry out labor audits, technical expertise or certification of legal compliance.

Possible decisions are: approved, approved with conditions, supplementary information, postponed or not approved.

Non-approval will not be publicly disclosed by the Project, unless there is a legal obligation or the need to correct misuse of the brand.

Validity, renewal and reevaluation

The standard validity of Copper and Gold seals is 12 months from authorization.

Renewal is not automatic. The Gold seal requires a reassessment of the criteria. Relevant changes may trigger early reassessment.

Rules for using stamps

Use depends on express authorization from the Project and only the official file provided may be used.

  • Maintain original colors, texts, elements, contour, proportion and category.
  • Use only during the validity period.
  • Use permitted, as a rule, on institutional websites, social networks, reports, presentations, internal communications and recruitment materials.
  • Use in products, packaging or advertising that suggests certification requires additional authorization and, as a rule, will not be permitted in Version 1.0.

Prohibited Claims and Uses

The company may not state or imply that:

  • It is a certified company in neuroinclusion.
  • Officially certified by the Acolher TEA Project.
  • The seal is recognized by a government, ministry, professional council or regulatory body.
  • It is a 100% inclusive environment or without ableism.
  • The seal fully proves labor, legal or accessibility compliance.
  • The Project endorses all of the company's products, services, practices or decisions.

Recommended formulation: “Company participating in the Companies for Neuroinclusion Program, an institutional initiative of the Acolher TEA Project, in the category corresponding to the authorized seal.”

Suspension, withdrawal and termination

The Project may suspend or withdraw authorization in the event of misuse, unauthorized graphic changes, misleading claims, false information, refusal to correct irregularities or documented facts incompatible with the Program's principles.

Whenever possible, the company will be notified and will have up to 10 working days to clarify or correct the situation. In urgent misleading use, there may be preventive suspension.

Gratuity, financial support and conflicts of interest

Participation in the Program is voluntary and free. There is no charge for registration, analysis of the criteria or eventual granting and authorization to use institutional seals.

No seal can be purchased. Payment, donation, sponsorship or contracting does not guarantee approval, priority, relaxed criteria or the granting of a seal.

The Cobre seal may recognize institutional, technical, educational, logistical, mobilization or other support compatible with the Program, without requiring a financial contribution.

When there is eventual financial support for the Project, it must be voluntary, treated separately from the evaluation of the seals and formalized in an appropriate way according to the current institutional structure.

Transparency and public disclosure

The Project may maintain a public list of companies with a current seal, upon authorization, informing the name, category, grant date, validity and brief description of the participation.

Employee personal data, diagnoses, internal documents and confidential evidence will not be disclosed without adequate basis and authorization.

Responsibilities of the parties

From the company

  • Provide true and updated information.
  • Use the seal correctly and respect its validity.
  • Correct misuse when notified.
  • Maintain responsibility for your employment, legal and management decisions.
  • Avoid undue exposure of employees or diagnoses.

From the Project

  • Apply the criteria in a manner consistent with the regulation.

  • Protect information received within available institutional conditions.
  • Communicate relevant changes to the rules.
  • Do not present the Program as official certification.

Requests for reconsideration

The company may request reconsideration of non-approval, suspension or withdrawal, indicating the disputed points and presenting new evidence when applicable.

It is recommended that the application be submitted within 10 working days after communication of the decision.

Version and record management

Each relevant change to this regulation must generate a new identified and dated version.

Final provisions

Unforeseen situations will be analyzed based on the principles of the regulation and recorded internally.

No promotional material can expand the meaning of the seal beyond what is provided in this version.

This version comes into force internally on August 20, 2026 and remains valid until replaced by a new version.

Recommended legal review: before the first regular public concession of the seals or before the formalization of a relevant institutional partnership.

Free participation, approval by criteria

Registration is voluntary and free, but does not guarantee the granting of a stamp. Any authorization for use depends on analysis of the criteria and formalization according to the applicable category, without the influence of payment, donation or sponsorship.
